I was wondering what book is the relic from? The Tau Kauyon one? Could anyone give me a simple version of what the psychic power does before I go shifting and buying new books?

I was originally considering no LC with my Deathstar and running cuxelus is a pod to keep up, but a 4+ DtW roll is pretty legit if my enemy planned on Enfeebling me or worse.
