New to eldar and looking for advise

I'm looking to start an Eldar army to start playing in my local area. So I suppose I would like things that are generally good in an unknown environment. I was digging through my bits and found Eldrad and a Farseer that I'm stripping and I got inspired.

From what I gather from army lists and 1d4chan, wraith guard with the d weapons have become a staple and I am completely knew to the idea of mixing the eldar factions and space marines and everything the options are daunting. All I know is that I'd like to build it around Eldrad.

I'd look at the fluff and see if there are any themes you like e.g. Aspect Warrior spam and build around that. Eldrad can generally be put into any list as he's good at buffing things. (Based on my area anyway. YMMV)

Or you could go for full on winning only and just take scatterlasers, warp spiders and wraithknights. Which is boring.

New to eldar and looking for advise

My first tip is that "advise" is a verb and in context you want to say "looking for advice".

My first good tip is you need to decide if you want to play to win or play your theme. I advise the latter because otherwise you want a lot of jet bikes and it's not very fun.

I have been collecting wraith guard for 15 years and all of a sudden a few years ago they became good, so I have been playing the wraithhost formation in wave serpents backed by guardians in serpents.
I find this list is the right balance between "good" and themed/fluffy and I enjoy playing it because I feel good about what I'm playing and I tend to win when I play it well and the dice gods are with me. As a bonus, people don't complain about wave serpents nearly as much since the nerf.
If I understand you correctly, and you want to play wizards and wraith guard, you may want to consider a seer host formation (or whatever it's called) which allows you to use eldrard, take a wraith host formation (which gives you another spiritseer) and then buff it out with some guardians, or rangers if you are short on points. Rangers are great objective campers.

I was thinking about it and could craftworld eldar, dark eldar and harlequins all be in the same army using three detachments? I haven't played 40k since early 6th Ed so I don't know how these detachment rules work.

You can actually run all three together, yes. The biggest restriction when doing that is that the minimum requirement for the Harlequins detachment is fairly large, and the formations, while good, are fairly restrictive.

New to eldar and looking for advise

If you want to base your army around Eldrad then you could go with a Guardian Warhost with a Seer Council. Guardians are the traditional front-line troops of the Ulthwe Craftworld. Give each unit a Warlock to give them versatility and for fluff. The Seer Council with Eldrad is of course very Ulthwe.

You'll need to become very familiar with the psychic phase to run this kind of list though since you'll be relying heavily on psychic powers and a large number of warp charges.

@zimko I really like the idea of running the war host for the free missle launchers and the chance to run 3 Farseers

What would you guys recommend for a strong sized footslogging warlock conclave? They get expensive but the plethora of warp charges is really enticing.

Can the conclave take a wave serpent?
