My Orks aren't near as bad, but still include:

-Dok Grotsnik
-2 Pain Boys
-a Big Mek
-3 Meks
-loads of Nobz

Yeah, I'm guilty of buying any metal Space Marine character I find that I don't already have. I have:
Lord of change (305 points)
2 DP's (2x 325= 650 points)
2 heralds (2x 95= 190 points)

Makes 1245 out of 1500 points.
Though my DP's become heavy support they are still "top" I think, but without them it's still almost a third of the pionts.

HQ models for my army I have more points in my HS section I believe... I have 4 Vauls wrath batteries, 5 Fire Prisms, 6 Wraithlords, 30 Dark Reapers, and 4 War Walkers. When Wraithkinghts were HS i had 4 of those as well.

- My Chapter Master with JP, SB and Relic Blade build from the PA GK box and DA parts
- A second version of him on foot with SS and Axe, this one is one of the old metal Masters of the Chapter
- A five man honour guard
- A Termi-Captain with dual LCs for the 1st Company
- The Black Reach Captain of the 2nd
- Silas Albarec of the 3rd
- Waite Ryder Master of the Fleet and Captain of the 4th. He is build from the limited edition Captain with PF and SB they gave out after they redid their online store. I play him with the rules for Kantor
- Erin Laros of the 5th with a telescopic heavy flamer to play him as Vulkan Hestan
- The incredibly beautiful Chaplain in Termi Armour

But it really does come down to preference. To me some armoes have really cool characters to play and Skitarii have none and I like armored companies so there I am. 3x terminator librarians (the finecast and 2 custom)
3x bike librarians, custom made
6x basic librarians, the DV, 2 modified DV, 2 custom and a finecast

I've now narrowed it down to Zeke, 3 basic, 2 terminator, and 2 bike, but can always borrow my others from the guys I sold them to since the keep their stuff at our club and gave me the required approval.

I very rarely take more the the minimum HQs needed in my lists.

Which SM HQ has been on top has been a moving target for pretty much the entire history of 40k.

In 3rd, I fielded Chaplains all the time. CC was strong, they came with a lot of gear/rules for free, and the other HQs didn’t add much.
4th saw Captains take charge. Entire army using his leadership? Yes please!
5th was the rise of the Librarian. GoI/Null Field with a squad of sternguard. Killed a lot of stuff with him.
6-7th has a few more options. Formations require some.
