My thought behind the army is to have the most tactical flexibility. This is why the drop pods are not assigned as dedicated transports. I'll most likely put Cato with the 9 man and either deploy on the table with them or go with the drop pod. If I put him on the table i'll get a 2+ reserve rolls for my 2nd drop pod and stormtalon.
