Warhammer 40K streets/bridges

I need help! I've been thinking about making streets/bridges for my 40K games for a while, and I don't think cardboard will cut it. Plasticard is too sxpensive, and cork won't really stay intact. I want things that can both be raised above the ground and at ground level. Any tips?

Foamboard

get one side wet, peel off, score/mark the foam in the pattern you want - you can use like a pencil, ballpoint pen to make a fairly nice indent without tearing it if you're careful. Structural parts you don't need to take one of the paper layers off at all, just score one side and break like plasticard (snap it).

Cover the surface carefully with 50/50 water/PVA to "seal" it, and you're good to paint!

Not sure how cork boards wont work.

But if you can, get some Hardboard, or Masonite.

get it cut and it should work for most of your needs.

It will warp over time if its not sealed.

Other option when i asked this question is neoprene. i hear it works well too.
