Thinning washes

If you're using GW paints you should check out the Lahmian Medium. When mixed with washes, it allows them to flow into recesses better, with less surface staining. It's basically paint with no pigments in it.
http://www.themightybrush.com/review-lahmian-medium/

Some other companies make similar products, like P3s Mixing Medium, but you are best using whatever your brand of paint offers. All acrylic paints are not made the same, of the same things.

Lahmian Medium is colourless paint, it will actually thicken a wash.

Honestly, unless you're thinning excessively, water's fine. If you want, add a little flow improver.

Thinning washes

It depends how thin you want to go and what you're trying to achieve. If you're trying to lower the opacity, something like lahmian medium is good. If you're trying to lower the viscosity, you can just use water to make it a bit thinner, if you want to make it a LOT thinner you might have to add something like a flow improver or use something like Vallejo's thinner medium (I haven't used it, but I believe that's its purpose).

I usually don't want my washes much lower viscosity than they come so I just use water and it's always been fine in the past. If you want to go really thin it might be problematic though.
