Layer - Enchanted Blue
Layer White

Base the the whole ruin, then hit alot of the ruin with enchanted blue, but not all of it. Work this into all of the edges and extending out a good distance. Then use white in the corners and don't extend it out veryr far.

You can use a light blue paint and thin it A LOT and then carefully touch the brush to the thinned paint and then lightly touch your paint filled brush into the crack your trying to fill and capillary action with pull the paint from your brush into and along the rune.

The other option is very careful edge highlighting with the lighter blue. The real trick to this is a very steady hand and almost no paint on the tip of the brush.
