Really though, you should be going by size and weapons to determine that. If it looks like an astartes tank with standard GW (or close enough) weapons to be obvious, then go right ahead. An Exterminator and a Chimera, neither uses the skimmer rules and just plays as a normal unit of their kind, except for having a built in "Dozer Blade" (which I pay for in points of course).

As noted above, fluff wise a skimmer can practically fly, floating around and over things like a helicopter.
But a Hover tank like most people think off only stays a few feet off the ground and no more.

There is a FW variant that is better armed/armored that might be closer to the old Grav attack vehicle.
