Yeah, sure, IF you ignore all 3 forms of mechanicum, daemons, the 3 different imperial army factions, the fact that orks, eldar, and 'crons all fit in the fluff, the fact that most all the legions have pretty drastically different play styles and 'typical' army builds, then yes, it boils down to marine v marine. In other news every American is the same (once you factor out 49 of the 50 states).

To OP: Imo 30k is more balanced in the sense that even the 'weakest' faction still has a decent chance of beating the strongest WITHOUT needing to cheese it up. 30k has less 'complete trash' options than 40k (the only one in my mind is rotor cannons, and even then in certain armies it can be decent) with 30k there's limits on cheese (such as no formations, the inability to spam LoWs, the fact that ONLY certain units score, so if you dump all your points into the big stuff it's not likely you will win outside of tabling people, etc.) I could go on, but I think that's the general gist of it.

I'm really getting into my Salamanders army, but I have a feeling I'm going to like the 30K books I've ordered a lot more than what I'm seeing out of 40K in terms of ruleset from what I've been reading for these past several months while I've been painting.
