Try proxying with paper hammer or just use bottle caps to run mock games. Proxy b4 you buy or you will get upset like me who spent $100 on a forge world book because it has 2 armies and 200pages of fluff.

The army I have itself is cheap due to me being thrifty shopper on ebay and never giving GW or FW a single penny.

I completely regret my 1st army because I paid 100% to GW. I did so with the intention to support GW become a better company. I quit over 10 years ago and came back this year and after seeing what GW has done I tell my self, "This is what happens when I give them money? They tell me to go frak off because GW is a Miniature company not a Game Company so to hell with the rules."

He is asking how to use Vassal. Not whether or not to buy from GW. download it and open it with vassal.

Vassal isn't dead at all. It is just not as fancy as most kids today would like it to be. But you can still catch a game or 2 i you log in at the right time.

note not all new units are supported all the time so you might need to proxy some of them until a new update is there.
If there has been an update and your opponent is using it and you don't then some units become invisible, and vassal will give you some error messages in the game screen. Just ask your opponent where to get that version and you will be fine.

This is how I made my version running.

I used this module
http://www.mediafire.com/download/cvadfe6pu66t8d6/vassal40k7th.rar

inside the rar file there is the map Vassal40k7th and a vmod file with a similar name.
Unzip them both and copy them into your vassal map.

Dubble click on the vmod file

Then Vassal will open with a dialog screen loading all stuff into vassal. This will take a while. Let vassal do its thing and don't disturb it.
Once that is finished you should see an other pop up screen asking you to look for a game online or to start a game online.

Click on look for a game online and remove the ask for this at startup option and you are done you are now in the VASSAL game : )
