The starter box is good, but I'm not a fan of Stalkers at low point games and Scarabs are pretty bad all around. I would buy individual kits. Here are a couple of lists to consider:

500 POINTS
Overlord: Warscythe, Phase Shifter
10x Warriors
5x Immortals with Gauss (Put the Overlord here)
4x Wraiths

This is a pretty balanced core that I would expand to:

1000 POINTS
Overlord: Warscythe, Phase Shifter, Gauntlet of Fire
5x Lychguard: Hyperphase Swords, Dispersion Shields, Night Scythe (Put Overlord here)
10x Warriors
10x Warriors
5x Immortals with Gauss
6x Wraiths

From there I would build a Decurion by adding some Tomb Blades and putting those Wraiths into a Canoptek Harvest. I find that Decurions aren't really practical until you hit the 1500 point mark.
