If I were to build an optimized Chaos Space Marine army I would only use the cultists from the DV set and build the rest from the ground up.

Also Terminators can't ride in rhinos. Oh i am kind of new to chaos marines and space marines so i dont know the rules complately i would replase the termies with normal marine squads with chaos lords
