Rework of the Psychic Phase

I was thinking about the psychic issue and came up with an idea so let me know what you think of this.

At the beginning of the psychic phase roll a D6 for the global psychic dice pool.
A psyker can cast as many powers as its ML. Each time they attempt to manifest a power they get to roll using a number of dice = to the ML plus he WC cost of the power. Dice from the global pool can be added if desired but the dice from the global pool are one use only for the phase (just like it is in the current rule set). A psyker does not have to roll every die given to them per attempted manifest but the unrolled dice can not be saved. The Eldar's power that allows them to use a warp die to ignore a perils must come from the global dice pool. Abilities that generate extra warp dice like the Weirdboy being near 10+ orks or force result on the Inq daemonblade act the same as a global dice (so one use per phase) but only usable by the source of the extra warp dice.

A psyker can only safely attempt to manifest powers with the WC cost total equal or less than the ML of the psyker. If casting a power at a greater WC cost than the ML of the psyker or if the total of the WC cost is greater than the ML then the psyker will perils on doubles for die values equal to the number of warp charge cost higher than the ML in addition to any other results they would normally perils on. If attempting to manifest with a WC cost beyond the ML of the psyker for a power then perils on any doubles (for example the daemonology powers) then the amount of WC cost beyond the ML reduces the rolled result for perils of the warp by that amount (down to a minimum result of a 1).

When attempting to denying the player gets the WC amount + the ML of the psyker attempting to cast the power. They can add dice from their global pool as they choose.

-Example 1- ML 1 psyker attempts to manifest a WC 3 power he will perils on doubles results for 6s as well as doubles for 1s or 2s because the WC cost is 2 higher than the ML.

-Example 2- ML 2 psyker cast Force (WC1) and then attempts to cast prescience which would put the total WC cost at 3. When attempting to manifest the 2nd power (Prescience) the psyker will perils on doubles for 6s and 1s as the total WC cost is 1 higher than the ML of the psyker.

-Example 3- An ML 1 Weirdboy psyker attempts to cast summoning (WC3) will perils on any doubles and the perils result will have -2 to the rolled result.

The idea is that a single psyker can cast powers against an army of psykers while it doesn't make an army with a ton of psykers impossible to deny. The more powerful spells become risky to cast and it makes high ML psykers able to cast their full range of powers but must be careful about throwing around the more powerful powers as they can end up going past their ML which puts them at bigger risk of perils. This also limits the number of dice they can throw at a power so they can't drown the power in dice to just take a perils but make denying basically impossible.

Rework of the Psychic Phase

Thinking about this I have a counter idea. Something to simplify this while keeping to your core deign goals in your last paragraph.

Manifesting powers:

A psyker rolls mastery level+1 dice to attempt to manifest any power. Each subsequent power they attempt to manifest in the same phase is -1 die.

So, a ML 3 psyker rolls 4 dice for his first power, 3 for second, 2 for 3rd...

A power is successfully manifested on a 3+. The dice are modified by the warp charge cost at -1 per warp charge to a minimum of 1. So a 1 wc power manifests on a 4+ a 2 on 5+ a 3 on 6+. (note that while the die needs to be 6 that is because with the -3 it is actually a 3. This will be important when we get to perils)

A power manifests with a single success.

Perils of the Warp:

After each attempt to manifest a power the psyker rolls a single die to see if he triggers perils of the warp. The roll has a -1 for each mastery level of the psyker and a +1 for each 1 rolled when trying to manifest powers. Perils trigger on a 4+ (Note, this roll can actually be made with your attempt to manifest by adding a single die of a different color to your roll. just apply the modifiers.)

So, a ML 1 psyker manifesting a wc 1 power and rolling no 1s will peril on a 5+. A ML3 psyker who manifests a WC 1 power with no 1s cannot peril. The higher the WC the greater the chance of peril which is made much more dangerous by low ML psykers.

Deny the Witch:

Any unit targeted by a offensive power or with 12 inches of the target of a beneficial power (buffs) can attempt to Deny the witch. Roll ML+1 dice with a 6+ needed to deny. Each successful deny removes 2 successful harness dice.

I think this accomplishes the gist of "The idea is that a single psyker can cast powers against an army of psykers while it doesn't make an army with a ton of psykers impossible to deny. The more powerful spells become risky to cast and it makes high ML psykers able to cast their full range of powers but must be careful about throwing around the more powerful powers as they can end up going past their ML which puts them at bigger risk of perils. This also limits the number of dice they can throw at a power so they can't drown the power in dice to just take a perils but make denying basically impossible." while simplifying the whole thing.
