Is this army battle-forged? Can i make Tigurius my WL and will his special rules apply for the whole army? I assume I have to take an HQ choice besides the formation?

Anyhow: 5 dreads, 4 speeders, 4librarians, 6 troops with objective secured (I hope?). Very fragile, I assume, but only my favourite models and quite versatile. What do you think?
