Option 1: Fire Power and Mobility

3 Death Jesters
Solitaire


3 Troupes of 6
2 Kisses On Players each
1 Kiss and Haywire Grenades on each Troupe Master
1 Starweaver each

2 Units of 3 Skyweavers
All have Zephyrglaives and Haywire Cannons

1 Unit of 2 Voidweavers

This one provides me with the most heavy weapon support (39 shuriken cannon shots a turn and 8 Haywire Cannons) with the most mobility. However this army does have the lowest model count of all my options.

Option 2: Psykers and Numbers

3 Shadowseers
Solitaire

3 Troupes with 10 models
5 Kisses on players in each
1 Caress on master in each
Haywire Grenades on Masters

2 Units of 3 Skyweavers
Zephyrglaives and Haywire for all

2 Voidweavers with prismatic Cannons

Highest model count army, but least shooting. Relies on 2d6 average for 3 instances of veil of tears to stay alive. However if it makes it to assault it's got the most punch.

Option 3: The Fluffy One

3 Death Jesters
3 Shadowseers
Solitaire

2 Troupes
2 Kisses on players each
1 Kiss on master

1 Troupe
2 Kisses on players
1 Caress on master

2 Units of 3 Skyweavers
Zephyrglaives and Haywire for all

3 Voidweavers

This one is a full masque.
