The process is just long, complex, and expensive.<br /> <br /> As for recruiting, they do take on new sorcerers and can implant then with the stable geneseed that they have left just like normal.]]></description>

As long as the human in question is not a latent psyker, he'll just become a Space Marine (if he survives the process). However a psychically active human, implanted with the seed of Magnus, almost certainly will have his gift activated.]]></description>
