Unless you are running one of the meta-formations that contains other formations within it, you can’t be part of multiple formations/detachments at the same time. So if the farseer is part of the formation with the prism, he can’t fill the mandatory HQ slot in a CAD, and the bikes can’t count for the troops. So for now, I’d probably just stick with a CAD, unless you want to buy more troops.

Overall your list looks reasonably balanced and fun. It’s not a lean and mean as you could be, but no push over either. And with financial considerations, a good compromise.

I’m not sure the warlock is going to be worth it in a 3 man squad. If points allow, you might want to bump him up to a second farseer. It’s not that he’s bad, but just an expensive source of buffs for a small unit.

Scatbikes are good. Farseer is fine.

Your hawks want to be 6 men so they get the large blast on their grenades. And you get 6 in the box, so might as well field them.
Not sure the spider exarch is worth the upgrade, or that much gear. But he’s in the box, so again, might as well put him on the table.

I think you’ve massively overspent on the tanks. I’d drop the star engines and either the holofields or the ghostwalk. (personally I’d keep the holofields) You want to be shooting, so should never be moving flat out. Ghostwalk implies that you are going to lurk in cover for survivability, so don’t need the holofields. With the fields, you are going to be out in the open, getting an invuln. Spirit stones are nice if you have the spare points, but I’d cut them if you need to upgrade stuff elsewhere.

I’ve not personally fielded a WK, but it’s hard to go wrong with them. The question is what you need it to do.

Using what you have a base, here is what I’d go with:

2x Farseer, bike, spear
2x 3 man scatbikes
Fire Prism, holofields, spirit stones
Nightspinner, ghostwalk, spirit stones

6 man (total) swooping hawks, including exarch with sunrifle
5 man (total) Warp Spiders, exarch with TL spinner, blades. (because I like to be WYSWYG)

Wraithknight, 2xScatter lasers

You are reaching 1250 with unneeded upgrades but nevertheless you have a solid base for a competitive army. Some adjustments i have made to the list so that i can fit the roles that i need to be filled are:
Replacing one of the Eldar start collecting boxes with a Deldar start collecting. This gives me some much needed CC, whilst maintaining the mobility of the force.
This way i can run a CAD of eldar as:
3x bikes with Farseer
NightSpinner
5x Swooping Hawks with exarch
5x Warp Spiders with exarch
Wraithknight

And an allied CAD of:
10 Kabalite Warriors
With Raider Dedicated transport
3 Reavers
Archon

The points are the same and allow me more options for the future. It also allows me to remove the tank upgrades and instead use the points upgrading the Deldar squads, and the Raider they come with, as this will require mobility and toughness upgrades so that it fills its job were as the tanks did not require any upgrades except the holofield.
I need the CC to tie up my friend's Emperor's champion squad and the wraithknight is a distraction unit so my other units can grab objectives and harass the enemy units
