I think for most of them you're be best starting with The Fang as the base colour.

David Tennant's Tardis mostly seems to look like The Fang with 2-4 black washes over it (it's grubbyness varied)

It's been a lot more vibrant since then. Matt Smith's was not far off Kantor Blue initially and Macragge Blue latterly.
