That is something that is frequently mentioned. If what you want is actual published material, then that does not exist. GW haven't specified whether they are created all at once. The one place where the "bunch of marines from" somewhere else show up has been mentioned is in Imperial Armor.

I think the case for the marines being created almost all at once is more sophisticated than the case for doing it piecemeal. Thanks for the link, some interesting ideas there. As a sort of extension to my question, how many terminator suits are there in existence, or more specifically, are they still being made (admittedly by artisans). Possible but extremely unlikely. Like dreadnoughts, Terminator armor is still being made but it takes a tremendous amount of time and effort. I imagine most forge worlds don't when have the capability of making them from scratch.

A discussion I had with Laurie Goulding here confirmed the cadre theory of training new marines to be true. He also mentioned that an upcoming story of his would make that a little clearer. The Cadre theory does make sense IMO. If the new marines were trained by AdMech, IG veterans, Comissars etc then they'd surely all become Emperor-worshippers? Besides, it also makes sense in the way the IoM splits power and influence. They don't want Space Marines to rule or command large forces, but they also don't want any other party to have access to a Chapter that's somehow beholden to them. Marines are supposed to be outsiders bound by oath that come in and help when needed as a matter of tradition. Thus it makes sense to have a few experienced marines help train the newbies and tell them about SM traditions as seen by the Chapter they came from - the new Chapter will come up with their own traditions in time but they will be influenced by the Cadre in some basic fashion.

Making space marines is extremely time consuming and requires a lot of facilities, staff and effort. It is unlikely the admech could make all 1000 marines in one go, so they will stage it into managable groups, growing 10 then 50 then 100 then additional incriments of 100 until they reach strength.
