yes you can field both in that detachment.
No you will still be using allies, since you are using multiple factions in the detachment.

The difference is that if you take them from the IG book they are elites, take them from the scion book and they are troops. Could someone explain how it works? Do my troops count as MT faction and the LRBT count as AM faction?
