Is a skyshield landing pad terrain?

Yes, you are correct. You'd still have to take difficult terrain.
So between the difficult terrain and possibility of not being able to see the unit, assaulting onto a Landin pad is quite difficult.
In my area, we also consider vertical distance too, so add another 3" to any charge. You basically have to get onto the Pad in the movement phase in order to have a chance to assault a unit that is at the rear of the Pad.
