In fact, every single race, should they unite could challenge the Imperium and should the Imperium unite and end its civil wars would be unstopable. In fairness that was an if Orks unite in the current situation scenario (so everyone still fighting everyone) whereas this takes out all actors other than the Imperium and the Orks.
