You can use the Ynnari rules to take a Wraithlord in a mostly Dark Eldar army.

You can take a Craftworld Allied Detachment that includes a Wraithlord.

But you can't just up and declare your Wraithlord is a Dark Eldar unit now and wants to be in an ordinary DE CAD.

(Same principle with other vehicles. Except for the proxy-Talos part.
