Regarding green stuff; I sculpted some banners for my Rebel Grots and, while they are nothing like some talented others, I flatten a piece of GS and cut a banner shape. Then apply it on the pole and twist it so that it flows a bit. For damage, you can try to cut small cuts on the ends, stretching the putty so that it gets that ragged look.

The glue makes the fabric or paper stiff, but it will be able to flex a bit. Primer sticks to that stuff fine. I used Vallejo Airbrush primer - with the Airbrush (or a regular brush for this application).
