Best 40k Cities of Death style skirmish game?!?

I got two boxes of Shadow War on its way... but wondering what games people prefer when playing Cities of Death style skirmish games.
I got two or three imperial sectors and a Cities of Death box as well as 40k 6th ed. rules. I also got big Tau and Space Marine armies and some basic guards. As well as a bastion, a shrine, a landing pad and some other stuff..

I plan to build a multi-level city for dense city fights with many ladders, boardwalks, connecting points.

But what games work well with big cities in multiple levels? Movement must be flexible so you can move between levels and the game somewhat balanced.. preferably so charging orks stand a chance as does shooting Tau or sniping Space Marines...

Heralds of Ruin, Shadow Wars, classic Necromunda, 40k City fight, 40k 4th or 5th ed Cities of Death, 6th ed 40k, 7th ed or just the vanilla GW kill team rules?

Which game work well as a skirmish game in multiple levels and with dense city terrain?

Best 40k Cities of Death style skirmish game?!?

I only had limited exposure to old Necromunda and very little memory of it, I've also never tried HoR, but I've played a fair bit of each version of City Fight (Cities of Death) and 40K Kill Team.

The newest version of Cities of Death is Maelstrom Card type game based on city buildings/ruins rather than classic objectives... and it is surprising tons of fun, though greatly dumbed down from the older version. 40K Kill team is now also super simple but still quite fun.

I'd say wait until you get Shadow Wars in hand, I have my rulebook already and it looks amazing... it has rules that seem to fit what you are looking for like 'falling' as an example. The only downside to SW that I can see so far is the very limited list building.

Yeah, I will definitely try Shadow Wars and will get the boxes and books tomorrow or Friday. But the list building does turn me a little off. I like the HoR list building though...

Guess I just have to try them all... :-P

If you want more depth, definitely look at classic Necromunda and even the fan-supported materials. Honestly if you could find an ancient Rogue Trader book, the source material is frikkin' awesome (more of a skirmish/RPG esque game then what 40K became).

Lots of options out there but I've never stumbled onto a fantastic small skirmish game. Not a big fan of the Song of Blades and Heroes stuff which is what Rogue Star uses (new release from Osprey).
