The current minimum requirement for an army is one HQ and two troops units. For Chaos Space Marines that would mean either Chaos Space Marines or Cultist is any combination you like. From there it can get complicated. Because depending on you HQ choice some other units (elites) can become troops. But the basic answer is Marines and Cultists.

As far as learning the game; finding someone to teach you is great. If that is not an option than I would start with the Dark Vengeance starter box. Which fortunately for you has Chaos Marines in it.

But there is something important to consider. the 8th edition of the game will be out possibly this summer. If that happens the rules in the starter book would be obsolete. And we really don't know how different the new rules will be. So it is risky to do unless you really want the miniatures.
