What do you think that could be his motive?
Personally, I like to think that they're like the Isaac Asimov's Foundation. A something's plan to recreate the culture and science in the IoM in a secret planet. They fight, see and learn, and hey're recreating a scientific culture in their homeworld.

Go WD98 with them and you'll be set. Some special rules (bolter targeting webs for the win!). They're very much special forces Space Marines who train and work with other Imperial forces. Some of the coolest fluff.
