With GW already showing us new Primaris models for their own Dreadnought and now grav tank, but these not being included in the index, I now have the definite impression Primaris marines (if not just marines) will get the first codex release for 8th. Considering GW don't really show models until a release is pending and the Primaris Dread and the Grav tank already been seen I'd have guessed that we can expect a Primaris codex in July and between now and then even more new units to round any pure Primaris army.

GW will continue to release models and their rules simultaneously, so yes. Primaris and Death Guard will be the first two out of the gate.
