My question is.

Is it a solid strategy to field say 10 separate units of Razorwing Flocks?

10 units with 1 unit in each would be 70pts...

Every time 1 of those units die it triggers strength from death to a nearby squad.

Besides the downside of never getting the first turn does this work? Thoughts?

Though note that, as described, it's not legal. The Razorwing Flocks' data sheet says that a minimum unit is 3 models.
