It's not referring to the points list at the back of the book, it's referring to the "Wargear" page at the front of the AM index section. The ranged weapon list there consists of bolt pistol, plasma pistol, bolter.

Unless the Imperial Armor book added lasguns to that list? But this is a question that has come up for most armies since 6th.

Meanwhile the lowly infantry sergeant can get a boltgun, but not a lasgun.

That seems rather out of wack to me. I'm sure there's just some sort of image they want the squad leaders to portray with the sword and pistol look.
