I want them to be able to both handle anti-air, but also provide anti-troop fire support.

On paper, the interceptors seem superior. They have +1 toughness and reroll saves.

I guess it depends on whether T7 is more important than hover.

The Stormtalon has the option to hover and not move, which allows it to avoid the -1 to hit penalty and therefore it will hit ground targets on a 2+. I think the Stormtalon is the better all-around choice, in that you can drop into any army against any opponent and it will have useful things to do. Their Interceptor rules are different; and reflect the individual bird's specific roles.

Stormhawk says +1 tohit against targets that can FLY.

Glad to help! I have two of each flyer and I love to use them.
