Even on a full-blown rabies case, the 'foamy' part is minor and concentrated on and just under the lower lip. Far more visible is the saliva the creature is expelling.

Basically, gloss coat the lower jaw, maybe use some water effects if some is visibly dripping off. And then go in with a tiny bit of white in vaguely round shapes along or under the lip.
