Some of my washes are very glossy. Scarrobough crimson and old reikland shade.

I have been experimenting with water and a little bit of soap to water out the washes.
You can get rid of gloss with a matte varnish. I use Army-Painter Anti-Shine varnish.

I generally use a satin varnish since it holds together better than matte varnish, but follow that with anti-shine. Gets rid of all the shineiness.

Although, if you use it, don't use too many layers. just use enough to get rid of the shine. (2-3 passes) Too many layers and you'll get somewhat of a dusty-effect that looks bad.

GW washes going glossy?

GW washes are matte by virtue of a matting agent that they add to the paint. The matting agent tends to settle out of the paint, if you aren't shaking them properly before you use them then the matting agent just sits at the bottom and the end result on your model will tend to be glossy.

If you add too much soap and water I suppose you could also make a wash go glossy, try adding less and see if it fixing it suppose. If I want to thin out a wash I use a mix of of Vallejo flow improver, glaze medium and water.
