I'm using the 30k Ahriman model for my on foot version, and he comes with a 32mm base, but I realize that's not indicative of his 40k rules.

The rules don't do much of anything to restrict base sizes. You might find that tournaments have their own restrictions, as there is some potential for abuse (larger base = larger aura ability, for example).
