At it's top bracket it still only has 5 attacks which, though powerful are less useful in today's horde focused meta. Plus, even with deepstrike it is so slow that there is a good chance your opponent can just ignore him.

While rotigus suffers similarly he comes with more psychic powers, a shooting attack, and mortal wound aura. He's got a solid ranged weapon. His fanged maw provides another set of melee attacks that are only slightly weaker.

He deals mortal wounds without a range restriction any time he rolls average or better for one of his psychic powers. Of which he can cast 3 per turn instead of 2.
