If you've got a fairly stuck-on one, what I do is clip the base off with cutters/wiresnips until theres just a nub of the base left on the foot. Then I use the cutters to remove the little piece that's left of the base.

Be carefull if you go with route #2 though. Cutting the base with wire cutters is a bit traumatic on the model itself.
