Need help about whether to strip or paint over a bad primer coat.

I recently started a Knight household and decided to use a black benjamin moore plastic primer since I was tired of using sprays. After using many thin coats of primer I found the results disappoints with a few clumps of paint blocking details and the paint comes off when I run my nail over it. I can easily remove the clumps of paint with a paper clip, but I'm worried that if I use a spray can from army painter to properly prime it that it will cause a lot more clumps or that the good primer coat will be ruined due to the bad primer coat still being on it. Would it be best to strip the models of the poor primer coat or just spray over it and remove clumps as they appear?
