I'm using Stormcast conversions for my Sanguinary units, including my captain, ancient and priest, so maybe there's a Stormcast conversion to be done here too?
I don't really want to use the current librarian model, the guy aiming his staff with the beard and cherub, mainly because my brother is using him and duplicate opposing models would be a little odd.

If you google, "How to add a psychic hood" you will probably find an easy way to convert a standard shoulder pad into a hood.

Paint it blue.

This. The GK power armor box is a treasure trove of bits for customizing librarians. I did both my jump and bike librarians from it. This is the final result:









Parts list:

Sanguinary Guard legs, and possibly head (Can't recall exactly where I got the head from. It's either from the Sanguinary Guard box, the Death Company box, or the Blood Angels Tactical Squad box)
Rear torso, right shoulder, and staff are all Grey Knights bits. Rear torso with the psychic hood and right shoulder are from the power armored GK box, and the staff is a warding stave from a GK Terminator box.
Blood Drop in the center of the head of the staff is from the BA Tactical squad box (Minor conversion I did)
Front Torso and left shoulderpad are both from the BA Upgrade Sprue
Jump Pack is a standard Assault Marine jump pack from an assault marine box
Large purity seal on the right side of the JP and winged Librarian emblem on top of the JP are from the BA Dreadnought box
Purity Seal on the bottom of the right pad is from the Death Company box (I think)
Right arm (sans Hand and staff) Is from the Death Company box (Just the arm, can't recall if it's a bolt pistol or chain sword arm before I cut the hand off to replace it with the staff). The Left arm + pistol is also from the Death Company Box.

Hopefully that helps provide some inspiration.
