Weight of figs? possibly 28mm, but probably 15mm.

For every GW army out there, there are at least two napolionic 15mm armies painted by guys who never get on the internet for fun.  Also, 28mm is fairly new, only really coming to the fore around 1990, where as 25mm has been around for a few more decades.

The scale of the mini all depends on the game that you are playing and using GW games for examples
Games involving large units and "grand stratedgy" are noramlly 6 mm or at most 15 mm. (Epic)
Games involving smaller units and focusing on squad tatics and individual models are normally 25 to 33 mm (Warhammer 40k)
Games inovling individual actions and fucosing on the effects of an individual are normally 28mm to 56 mm (Inquisitor)

Of course to get technical these are not realy scales but rather a random measurement of figures from foot to head ie. 28 mm means that an average adult male is depected as being 28mm from his feet to the top of his head. This is why there is such descrepency between figures from different companies...

For GW you're looking at 28mm to 32mm. Most 25mm terrain can work, even some 1/35 scale stuff.

1/48 often will work for 40k, eventhough it is technicaly too large, due to the oversized weapons of 40k, and base height.

Reaper figs are horrid for scale, they start at 25mm for older codes, and work up to around 35mm for some of the newer ones... but not all of them, so you can rarely buy sight unseen.

Most miniatures are inconsistant with scale because of the "heroic" sculpting, and the need to make things thicker than in realtity so they can survive on the table top.  If you want to avoid all of that, then think about gaming at 1/72 or 1/48 scale.  Both have tons of models and figures, and everything will be more or less at that scale.
