Instead of all these getting to just use a Vanguard detachment without and HQ why not also allow them to use the Auxilary Detachment without the -1CP?
That already uses up 1 detachment of the 3 you are allowed.

That way you can take 1 Assassin if you want, or just 1 Inquisitor. The Vanguard option can be used for those dedicated player who want to take 3+ Assassins

Rambling thoughts on the subject:

The assassins at a 1CP surcharge I feel isn't too bad, detachment hogging aside. They could do with the keyword though.

Sisters of Silence and Custodes should have the tag and five minutes of someones time to make a SoS HQ datasheet.

Death cult assassins should have the tag in addition to their current set. It's messy but crusaders should probably have the same.

Deathwatch , Grey Knights .

Sisters possibly , or at least the option to trade for it and quarry.

Tempestus similarly trading their faction for and quarry.

And transports and general clean-up. More than a few of the inquisitions current problems are GW relying on the souping to fill out their minimal-effort faction combined with a total lack of appropriate faction tags like for deathwatch.

It's a half fix, but it's a start.

Can we roll Corsairs into this group?

I know IoM never gets anythign nice, it's always the Xenos who get it. In time, we'll figure out how this rule really helped Eldar more than IoM. But until then, can I not have to pay 1CP for every Corsair unit I take?

Not bad. I also think most of this issue could get addressed in whatever codex they release for Inquisition and Assassins, hopefully it's the same codex
