Does the primer need to be stripped off too?

I acquired a lot of used, poorly painted models. Some were primed black, one red, and the rest white. I dropped the models into an ultrasonic cleaner with Simple Green. Ran it almost non-stop over the weekend. This process has been my go-to in the past for stripping models. I got all of the paint and primer off the black and red models with a toothbrush--no problems. However, the white primer isn't coming off as easily; a thin, sparse layer of white remains on the models, sort of like a powder.

Questions:
1) Do I need to remove all of the primer?
2) Would it be a problem to just prime on top of the primer? I use gesso for its toothiness and ability to fill seams.
3) Any recommendations on what solvent to try next?

If it's smooth I'd leave it. I have this problem with black not entirely being removed. As long as there are no raised bits or edges I just spray over it.

Like the plastic been impregnated or bonded with the primer.

I use gesso, so I paint it over in two thin coats. Haha. My gesso miniatures actually strip super easily. Soak it overnight in some Simple Green, and it comes off like lizard skin.
