Good surface to stick to and not likely to have contaminant (do not touch model with oily fingers or paint will bead off).

Most people direct adding drops of water till it has the consistency of milk.
Typically for new GW paints I add a drop of water to about 6 drops of paint.
I think Testors runs a bit thicker if I remember correctly.
I find the limit is what you can handle to coat and not have it run everywhere (self levelling and not sag on curved surfaces).

My "cheat" mix is a 1:1 mix of "matt medium" (~2oz) and distilled water and a drop of "flow aid" that I dip my brush in (decanting a small puddle on the side) then paint.
