Combi melta on the lord is a waste since the deep strike is 9', not 6' grab combi-plas instead. Then I'd drop the havoc on the rhino and grab the second combi bolter instead, it's not a loss when you decide to pop-smoke or advance. If the cultists are being used as backline objective holders and deep strike denial then I'd drop the flames and split it into 2 units of 10. At that point, you could grab beserkers to replace that 10 man unit which is extremely effective and a dangerous package, you don't even need more than 8 either.

Not sure how close that gets you but I'm thinking =
8 Zerks w Pfist & Icon is 157 compared to 185 for the melee marines
Removal of Havoc is 11, combi costs another 2.
Switch of combi melta -> Combi plas gives 4 more.

That should do it, might not even have to take the flamers off your cultists.
