Most likely GW are going to release them with a codex. Eldar Harlequins had a whopping 1 unit entry as well prior to their Codex release, and they managed to squeeze that into a Troupe + 4 different Character entries, then add bikes and 2 vehicles.
It would not surprise me one bit if LotD get a full on codex with Legionnaires as Troops, 1-2 Character types and several other "special" units added on.

The last Codex Legion of the Damned had one unit and a Relic. Back in 2nd edition (and in 3rd at one point, perhaps) their army list was briefly expanded out to include a couple of character types and dreadnoughts. Personally I hope they remain just as a single unit, although a new Veteran Sergeant Centurius would be nice.
