I have seen causes listed as follows:
- Applied too thick.
- Dried in a cold environment.
- Dried in a too hot environment.
- Watered down too much and not enough binder (matt medium added fixes this).
- Not enough drying time and two different brands / formulations of paint intermix (in an incompatible way).

I would say looking at the picture it is a combination of too thick (a run under the gem) and watered down too much.
The final bit may be the top layer was applied before the previous layer had a chance to dry.

There appears to be a bit of unevenness to the surface, it probably could have used a good fine grit sanding and cleaning.
You can still recover this reasonably by giving it a very light sanding and wash over it again (with a bit more medium).

I honestly think it will turn out better than planned with the sanding of the blast shield.

This is my best guess from the evidence I see here.

If you used it straight from the pot, I'd suggest transferring it to a palette and give it a good swirling before using.

I've noticed that lamian medium dries into gel-like gunk, so avoid letting it pool and spread it evenly as possible. 'Ardcoat and Lamian medium and other top coats should be used like glazes and not like washes.
