It just helps give the model some nice defined edges while also adding ind some character.

But this leaves me with two questions:

1. Which paint color works best as a "primer" color for paint chips over black (or dark grey)?

2. What weathering powder color works best over black? I want to hit give the feet and ankles a dirtier look, but don't know a good color choice for it. I want to get that down so I can also tie it into my basing choice.

I think you'd be better off deciding on your basing scheme first and then using a weathering powder that matches that. The beauty of a black scheme is that it will show pretty much any pigment save for black itself.

powder wise, as mentioned above, any type of powder should work, although I'd maybe avoid grey (concrete dust/urban) as it might end up looking like bad highlights, and green, which would probably look like mould.
