My problem is I don’t and can’t use spray paints. So can I base coat my SM with Citadel base paint then use some Vallejo Matte Varnish and once that’s dried continue to paint the miniature???

I didn't notice any odd behavior and the varnish has a gritty enough surface that paint sticks to it just fine. I don't recall ever trying washes straight on varnish, though, so I have no idea if that works or not.

You should be careful not to let the varnish pool in recesses if you intend to further paint the model. You can be fairly careless when it's painted because the varnish dries clear and you don't get much of an optical distortion no matter how much varnish fills up the recesses.
