Unfortunately not. I was originally going to use the arm for my Primaris Librarian conversion and cut at the wrist as you say, the issue is that the back of the hand is covered by a lip of armour on the forearm that pretty much makes cutting impossibl without destroying both pieces. Probably a deliberate move on the sculptor's part.
