If by working/drying time you mean "on the model" for color blending than the medium is fine.

If you are trying to get something like a glaze, the Fluid lets you thin (that is, make less viscous) and also increase your drying time. On the other hand, the Retarder medium does generally keep the same viscosity to the paint. So, it just depends on what you are aiming for.

Is the paint you are adding it to already the viscosity you want? If yes, go with the Medium. If no, go with the Fluid.
