GW said "everyone gets something" in PA. BL have not directly benefited yet. Fair point, but in Codex: Chaos Space Marine 2.0, they incorporated the new units into it, but left out the stratagems for Black Legion. It also has a (pretty meh) black legion only detachment and accompanying relic.

That's not what GW said at all. They posted a picture of symbols for factions that would receive something in PA.
